日本政府干预是日本经济得以高增长的重要保障。日本历届政府根据本国特殊国情、本民族特殊性等，制定了合理有效的各类产业政策和经济计划，对经济发展的趋向和产业结构，加以调控、引导。对日本政府干预机制的形成和内在机理做一深入细致的剖析，有助于对日本经济高增长的主动力源泉做出深层次的解析。     

Rural Population Growth, 1950–1990: The Roles of Human Capital, Industry Structure, and Government Policy

Human capital raises rural incomes, but this effect is swamped by higher returns to human capital in urban markets. This leads to "brain drain" from rural areas. Populations grow more rapidly in rural counties that have a diversified employment base. Farm population grows faster (or declines more slowly) in counties with relatively high farm income, and nonfarm populations grow faster in counties with relatively high nonfarm income. However, higher farm incomes lead to slower nonfarm population growth and vice versa. Rural county government services financed by local taxes or debt have neutral or negative effects on population growth.

劳动力流动是市场机制发挥配置资源作用的表现。从静态分析看,劳动力流动调剂了供需双方缺口,提高了整个社会福利水平。从动态角度看,我国的中心城市和经济先发展地区具有吸引资金、技术和知识资本的优越条件,决定着劳动力流动方向,而且因累积循环作用,引起回波效应大于扩散效

鉴于目前政府信用缺失的多方面表现、严重危害及其产生的原因 ,加强政府信用建设已刻不容缓。政府信用建设的主要措施是 :政府率先垂范 ,恪守信用与宏观指导 ,全力推进。政府信用的评价应该坚持实践标准和“三个有利于”标准     

Demographic shift, relative costs and the allocation of local public consumption in Norway

Local government responses to shifting demand and supply conditions are investigated. The desired allocation of local public consumption is determined in a voter group decision model where different age groups compete for services within an exogenous budget constraint. The model is implemented in an AIDS demand system built into a partial adjustment framework. The estimates indicate that the dramatic shift in the age composition of the population from the young to the elderly during the period studied has led to higher educational spending per pupil and less health care services per elderly. Age groups in decline are able to resist reallocations and gain in terms of spending per head.     

发展我国资本市场之我见

我国从1981年重发国债起,资本市场已有20余年,对我国经济建设的资金需求做出了巨大贡献。但同时,存在一些问题亟待解决:资本市场结构不合理、投资主体不完整、资本市场与货币市场缺乏有效沟通、监管法律法规之间不协调、信息披露有水分等。只有妥善解决这些问题,我国资本市场才能健康发展。文章对此提出一些措施与建议。     

Converging New Public Management Reforms and Diverging Accounting Practices in Flemish Local Governments

This paper aims at presenting a comparative study of the diverging development of accounting reforms in Flemish local governments in terms of accounting from a technical point of view. On the one hand, the objectives and the framework of current governmental accounting reforms aiming at improving New Public Management are currently converging. On the other hand, a conceptual examination reveals that the prescribed accounting practices are widely diverging and apparently this is also the case for the practical implementation of the reformed accounting systems. By way of conclusion, a number of possible reasons for this unsuccessful proliferation are presented.     

Squatting as a transition problem in South Africa

This paper applies principles of transition to land tenure and squatting in South Africa. Political transition in South Africa reassigned political property rights, which produced contestable, and rent‐seeking incentives for squatting as a means to privatize land and redistribute wealth. Government failure to establish and protect private property rights in a squatter camp resulted in common‐pool problems that resisted private and public resolution with consequent rent dissipation and social loss. In response to this retreat from duty, informal agents emerged to claim their own share of the prize. Without enforceable rules of capture, the growth of squatter camps in South Africa will continue.
